    Well html is used to make simple static site. But to make content managed site you need to use any server side scripting language like php you need to make two type of web pages one is for public to view and other which is used my you or your staff by login and use those webpages to edit the contents which are shown on the type one webpages which are viewed by public. This content are first stored in database and then displayed to public pages.
