Formatting disks do not exist, so if your PS2 isn't playing any of your games call Sony Customer Support, their telephone number can be found in the back of every PS1/2/3/ game manual.
(Usually people only get that message on their PS2s if they have either chipped it so it can play pirated games, or elbow dropped it.)
