How Can I Find The Source Of An Electrical Backfeed In My Cable Television Line?

I have snowy cable picture. Technician checked out says I have a voltage backfeed in cable tv line. There is a noticeable spark and voltage (he estimated 5-25V) between outside cable junction box and ground lead. This ground is also used for incoming power box ground. What basic steps can I do to narrow or isolate problem in advance of calling electrician? Snow problem happened all at once. Believe there were some nearby lightning strikes. Have some basic electrical skills/former radio amaeteur. Would circuit indicator (ie, radio shack wall outlet plug-in) help me get started? Thanks. Bob
