If your wife is an American citizen just a passport for Western Europe, if Eastern Europe , the requirements are different per country, usually Americans are not required to have a Visa unless in is longer than 30 days , go to their embassy website the requirements will be there. A "Work Visa" is to allow a person to "work" in a particular country, that is the persons purpose for being there.
