If you know how to reach them other then MSN try and talk to them and tell them you want to be unblocked. If they still don't want to, just talk to them on the ways to reach them. You can't unblock yourself.

I think if he/she blocked you , so its better to delete he/she from your list because that person mustn't be your friend
