In terms of cold yes but its a dry cold and doesnt feel as cold as lets say oklahoma when it is cold .

It depends really on where in Canada you are. Obviously BC is not as cold as Saskatchewan or the Yukon. The Prairies are really cold, and sometimes can get into the -40's then a windchill on top of that.
