    Small industries play an important role in the economy of a country. In a country like Pakistan the modernization of small industries can help in tackling many problems. The owners do not get enough raw materials. They get inferior material at a higher price. The quality of the products is also inferior. The small units use old and outdated techniques of production. The cost of production is high. There is no innovation, as the workers are without skill and technical knowledge.

    Mostly small industries are operated by a single owner; the resources at his disposal are limited and cannot purchase new machines. Banks and other agencies prefer to advance loans to big units. Small industries are neglected in the loan policy of banks. The marketing facilities are inadequate. The owners cannot set up show rooms and display centers. The products are sold in the local market. The small industries are spread over rural and urban areas. There is no regular supply of power.

    Small industries cannot employee qualified engineers and technicians. There is no guidance from government agencies. As such there is no improvement in products. Foreign goods are smuggled in Pakistan. These goods are cheaper and affect the sale of local products.
