In California i thought the landlords had to get carpet cleaned once per year.

The extra services which the owner used to give must be defined in the rental agreement so you must check it from there; the second thing is that if you need any changes in the house then you have to take prior permission from them. As we are also the tenant and once we have planned to have the books racks in the room then they have arranged those racks on their own expense.

You can make a agreement to have the carpet cleaned at your expense and withhold that amount of rent,but it must be agreed upon which will be a contract between you and your landlord,or you can rent equipment and do it your self,land lords don't normally clean the carpet after tenents move in,it is now your home and how would you handle it otherwise,windows wash,floors kept clean that is really your responsibility,unless you pay someone to come in and do it.
