    The leaders of the Chartist movement faced an enormous task. Despite failing to achieve the ultimate aim of their cause, the passing of a People's Charter, leaders both on a local and national level achieved quite a lot. Although the leadership was diverse, squabbling, vain and over-ambitious, there are several reasons to suggest that they were nevertheless effective.

    The organisation of meetings, lectures and public events was extremely efficient. The leadership produced popular journalism which was both informed and educated. This transformed the confidence and expectations of the workers. They also responded to the failed attempts to get a People's Charter with courage and a refusal to accept defeats as final. Political messages were put powerfully across. And the culture of huge numbers of working people was transformed. Chartists developed a sense of collective identity. The leaders also rose well to the challenge of transforming artisan radicalism with something broader and deeper.
