Edwin Samuel Montague in 1917 went to India to meet the Viceroy of India, lord Chelmsford. He actually wanted to propose a new style of self government which will protect the rights of the minority living in the Sub-Continent. It wasn't fully accepted by Gandhi and Mohammad Ali Jinnah but this report formed the basis of Government of India Act 1919.
