    Hi normally to know the blood pressure by measuring our hand with a small machine for knowing our level, so if the level is begin from 16 then is high but if it is only 8 then is low, it's the basic measure in France. if people always get it from 16 then it should take the drugs,for avoiding it too high , it is important and dangerous for the level goes up and can not eat the food too salt which 'd make the high level.
