I would like to fix up an old lake house I own but don't have the money. Can I get a home improvement loan on a house with a loan on it?

It has been my experience that all liens must be paid before lenders will lend, even on a refit. I am in the process of refinancing to accommodate obtaining additional funds for a rehab. My loan officer told me that any lien appearing on the title search would have to be cleared before the loan would be approved.
