Walking in small, slow steps is not typically a sign of constipation.  Usually constipated dogs have an increased need to defecate and will posture attempting to defecate unsuccessfully.  They will be uncomfortable, lethargic, and often not eat or drink.
Stress can definitely cause problems in pets.  Stress colitis (diarrhea from inflammation of the colon) is the most common reaction.
I am concerned this dog is experiencing pain--joint, back, or soft tissue injury.  Have this dog examined by a veterinarian to try to diagnose the cause of this unusual behavior.
