You have not mentioned since long you are having this cat? If she is new with you the it is natural and will take time to settle down. Another possibility is some stranger in the house which might be human or other pets like other cat and dog. Another reason can be children which irritate her.
So, try to mix up with her and give her good meals. Ask children to avoid her. Try to speak with her. She will no more be shy.
