You have to get a scraper or flat-head screw driver and dig it out completely with whatever tool works the best. This is so when you replace the glass and the new weather stripping, the window will seat well and bond with the new sealant without any of the old sealant and weather stripping remaining. This will help ensure that you will have no wind/water leakage in the windshield after replaced. If the new seat is not a good one you will most likely have a great deal of noise, wind and the like from the improper seating of the new window. It is also technically unsafe as the window is not attached properly to the vehicle and therefore can come loose, be a potential projectile in an accident and related scenarios.
