You can burn DVD from files on hard drive in various formats in the same way as you can burn CD.

You can burn DVD by using software or even without use of software as windows allow you to burn CDs and DVDs. But the difference is that if you want to burn your DVD in various formats then you have to use any CD burner or DVD burner software. If you will not use any software for DVD burning then windows allow you to burn your DVD only in data format.

I have used one software so I can tell you about that. I burn DVDs and CDs with Nero Burner 7. It allow you to burn DVD in various formats including data, videos/pictures, Music, MP3 disk, WMA disk, Bootable disk. You can also burn image to disk. You can create a copy entire disk. It has some other features including control speed of control drive, erase disk, test drive and make label or cover. Main advantage of this software is supporting of various formats as well as it burn DVDs and CDs in few minutes while windows take time at least more than five times than software. There are many software which you can find on internet but I personally used Nero burner so that's why I can give you guarantee whatever I said about this.
