Mao Tze Tung was still the complete dictator of China until his death in 1976. After a not-so-smooth transition period of several years, Deng Xiaoping worked his way into the role of leader. Whether or not he was actually considered "dictator", at least in comparison with Mao, is an ongoing political debate. Shortly following the Tiananmen Square incident in 1989, Deng retired. Very soon afterwards, Jiang Zemin became China's leader and led his country into the 1990s. As for the Chinese Army's commanders between 1973 and 1990, there are too many "commander" posts relating to various parts of the overall army to list here. However, similar to the US, China's political leaders are generally considered to be the military's "Commander's-in-Chief". Hope this helps a bit.
