Trucker owner operator can have his own authority or be leased to a company and run off the company's authority. Normally if you have your truck leased to a company they will pay you a fixed rate of anywhere from 80 cents to $2.00 a mile depending what the company is hauling. Pulling a dry van pays the least and pulling large oversize hazardous freight pays the most. There is also a fuel surcharge that you are payed per mile that is based on the average cost of fuel as released by the department of energy. It is adjusted weekly and as of right now is about 35 cents a mile.
If you have your own authority you get what ever you negotiate with your customers and you should still get the fuel surcharge from the customer. Again the pay per mile that you can get will varies largely depending on what you haul, where you haul it to, Where you picked it up at, and the length of the load. Shorter loads pay more per mile generally. You can make anywhere from 60 cents a mile up to 10 or 12 dollars a mile depending on my previous explanation.

Essentially it varies depending on experience and how much road work you've actually been out on and to where; however, the payout for each mile can run as low as $3.00 a mile and up to as high as $10.00 a mile respectively.
