The Indian National Congress had drawn up the Nehru Report as a final solution to the constitutional problems of India. All the Muslim political organizations were opposed to the very basis of the Nehru Report because it callously rejected even the most justified demands of Muslims that had been made in the Delhi Proposals and which had recently been accepted by the Congress.
The Nehru Report which came in the conclusion of the all Parties National Convention of 1928 was a bitter experience to Quaid-e-Azam Mohammad Ali Jinnah. He had once successfully negotiated a compromise between Hindus and Muslim at Lucknow in 1916. Now, in 1928, the time again called him up to play the same role. But he was suddenly reminded that in fact he had no right to speak on behalf of all the Muslims of India because he did not represent them. There he learnt the lesson that political leadership did not rest merely on one's forensic ability to plead a political case; it also depended on political strength, that is, the actual support that one had from the masses.
He still hoped that Muslims could succeed in getting their justified rights if they made efforts untidily. Under this conviction he appealed all the Muslim political organizations to do away with their differences and divergences and make a united political front on one platform. His called for an immediate response and Muslims of all shades of opinion came closer to one another. In January 1929, all Parties Muslim Conference met under the president ship of Agha Khan at Delhi. Besides other Muslim bodies, the Leaders of Khilaft Committee, the Jamiat-ul-Ulema, and the Shafi Group also attended the Conference. It laid down the demands of Muslim India in a resolution acceptable to almost all the Muslim Leaders.
