    I think the police are allowed to pepper spray anyone that poses a liable threat, if they use pepper spray at all. They usually use tasers.

      This is a touchy question but if she tries to avoid arrest, assaults an officer or in any way attempts or proves herself to be a threat to the officers, I believe they would be justified in using pepper spray to bring her under control. If she has such problems that would cause her to have such behaviour, why isn't she being treated for it?

        If they dont personally know her and its needed to control the situation, then yes. But if they know who she is and her special need then no.

        Even if they knew she had a special need . If she needs to controlled and that is the only way i have to say yes they can. They also need to protect themselves.
