This is absurb, the landlord has no right, the only thing the landlord can do is ask them to steam clean carpets, remove rubbish from the house, and just the general cleanup inside the house, the lawns if there is any just needs to be mowed.
Tell your daughter to get in touch with consumer affairs in her area, and discuss the problem with them, she does have rights when it comes to renting and the landlord does know this, his sounds like he is taking advantage of them.
Please make sure she does this NOW
if she can find any written agreement that the landlord signed before they
moved in tell her to find it and anything else that was signed.
Good luck hope things go well for your daughter

Well, there is no law of such sort in any part of the world which asks the tenants to spend on the house before moving out. Usually the process is that the landlord can make deductions from the security deposit for any wear and tear that is beyond the normal wear and tear. Apart from that he cannot ask for any money or repairs. I would advise you to consult a lawyer or complain against the landlord with your local police.
