Did pedestrian get ticket for causing accident or is it noted on police report that it was his fault? If not, your only recourse is to sue in small claims court. If their is documented proof that he caused accident, then you can revert to his home owners insurance policy for damages. Would be same scenario as if his kids were playing baseball in street and some one hit a home run thru you r$1000 front picture window. His insurance pays for your window.

I hope it works - it should. I'm sure you may get some opposition to it, but the bottom line is that pedestrian is on file as being cause of incident, ergo, his pocket, not yours. Good luck.
If it is your fault, you probably won't have any recourse for damages. If you carry full coverage on your vehicle your insurance may pay for it, but telling them you hit a pedestrian won't reflect favorably on your rates.
