Islam does allow every Muslim man the right to four marriages, However certain conditions apply which are:
He can create balance between all his wives
He has no more than four wives in his marriage at a single time
He has means to provide for all his wives equally
He has the permission of his previous wives for getting married.
Thus unless and until a man gets permission from his first wife or wives, he cannot get married to another women.

This is true you need the permission first and that they all get on well as a family and you can provide everything the same as the next wife as the last

I find it hard to believe that the men always respect their previous wives' permission to marry someone else
