Because Germany was using unrestricted submarine warfare against pedestrian ships that had U.S pedestrians, and then Germany sent a telegram to Mexico that was intercepted saying that Mexico should go to war with the U.S so they will back off of Germany. The telegram was translated and published over the U.S.
