This was William Lamb, 2nd Viscount Melbourne was was Prime Minister at the time.
Born 15th March 1779 at Melbourne House, Piccadilly, London.
He first entered parliament on the 31 January 1806. He gave his maiden speech on 19th December 1806 in reply to the Kings speech.
Melbourne was as famous for his marriage to Caroline Ponsonby - Lamb as for being Prime Minister. Caroline Lamb was infamous for her affair with Lord Byron which was the a great scandal in 1812.
Lamb or Melbourne was a Whig politician who tended to take the middle ground and aimed for compromise.
He was Home Secretary in 1830 -1834 and Prime Minister in 1834 and 1835-1841
He was a mentor of Queen Victoria and after his final resignation in 1841 he continued to correspond with her until she became more influenced by her husband Albert.
Though not a great reformer he did make some significant reforms . He reduced the number of Capital Offences, some reform of the Poor Laws and was instrumental in some reforms to Local Government.
He died in 1848.
