First draw a picture of a rectangle: There are 2 equal lengths and 2 equal widths. The perimeter of a rectangle is the sum total of all 4 sides.
Length + Width + Length + Width = Perimeter.
Length + 8" + Length + 8" = 38"
Take away the two Widths: 38" - 8" - 8" = 22"
That leaves you with two Lengths,
So one Length will equal (22"/2) = 11"
