One Of My Goldfish Has This White Thing On Both Antenna And Its Side Of The Body(just Right After The Head) Is Expanding, Which Makes Its Scales Coming Off. What's Happening?

I don't know why it's body is expanding. Every other fish are healthy and normal. Is it sick?
