    I Need To Know My Rights As A Renter. In July I Would Have Lived Here For Four Years. The Owner Is A Slum Lord. It's Hard To Get Him To Fix Anything If We Can Get Him To Fix Things At All. I Need To Know Answers To Questions Like Is He, And If So When Is He, Responsible To Get New Carpet Since Our Present One Is Horrible. Also Does He Have To Paint The Apartment After A While Or Do We Have To Keep Spending Our Money On It. We Live In San Bernardino CA. Thank You So Much For Any Help.

    Take pictures of the carpet; typically, you should do that when you move in too. You can go to the courthouse and find out about the landlord/tenant laws, or they might be able to direct you where to go to find out about this. Where I live, you can give the landlord in writing an explanation of your circumstances; items that need repair, or painted. Inform him that you will hold the rent until these items are seen to. But you have to have this money in a bank account, and you have to be able to show him this. Tell him that until this is corrected, you will continue to hold the rent. As far as paint goes, you can paint, and you should let him know that you are going to, and you expect that amount spent for the paint will be deducted from the rent for it. It has to be known that this is a necessary thing that has to be done. From what it looks, it is possible that he will either comply, or he will go to court with it. I hate landlords like this, and they are the reason that I want to go into landlord/tenant advocacy. Good luck, and go get him!
