The answer is real simple.The above comment is true, Japan launched an air attack with an hot air balloon from Japan loaded with incendiary bombs timed to drop on the great north west.Launched from Japan along the pacific trade winds.They wanted to start massive forest fires' in the hope it would couse economic hardship during the war.The bomb started Small fire near Brookings'oregon.It was the first attack out of three on or soil during ww2.
