Could my cat have eaten out of dustbins, I live in a built up area and wondered where he would get water?

Someone fed him, I guarantee it. Cats and dogs can go a while without food, but not without water.

Cats can go without food for two weeks but they loose a lot of weight.
I doubt that your cat didn't eat a mouse or rat of some sort.

Your cat was most likely taken in by someone. Although he could have found water somewhere it's more probable that he just was given water by a neighbor or someone.

Your cat might have been acquired by another family left and came back to you and they fed him.
