How Can I Troubleshoot Slipping Transmission?

I "inherited" a 1995 Plymouth Neon. The automatic transmission is slipping when it shifts and it makes a "whirring " sound. In order, what should I check first, second, etc. Thank You!!

Even though it's an auto, the transmission still needs oil. Check that.

My 04 Ford Focus is covered because of 100,000 mile minimum. However, they are saying that my brakes locked up. I had no prior problem and knowledge of locked brakes. AAA had my car taken to Ford dealer but it was actually driven  into the shop about 100ft.  Ford told my it may pretty costly to unlock brakes. I need more info before I talk to them.
