He does not get paid he is required to give BACK one and a half hours everyday back to the company.

Don't walk, run to the labor board! If you can't find them at the courthouse, then contact the BBB. They should be able to tell you whom to call, and maybe even a little about the rights here.
Because you should never be required to pay your boss' for the work that you do! I'm furious about this, I hope you can do something about it. Good luck.
