While in I.E.8 please go to (DSLReports.com) & give the Java Based Speed Test a try?
www.dslreports.com I belive that a setting within IE8 is prohibitting the java based speed test to launch.

Tools -> internet options -> security -> custom level...
Scroll down to "Active Scripting"
check enable.
Scroll down to "Active Scripting"
