Can A Catalytic Converter Be Un-clogged?

    If you mean un-clogged as in performing the catalytic functions that it should do then probably not. There has probably been some melting and other damage that can not be fixed.

    On the other hand it is possible, as an experiment (never to be driven on public roads) to remove the insides of said converter...
