Wallpaper is the background image which remains on the desktop - a screen-saver kicks in after a given amount of time traditionally to provide privacy when away from your PC or to stop screen burn on older CRT monitors.

The Difference is that a wallpaper is the background of your desktop so when ever you turn on your PC or if your are working on your PC it is there. A Screen saver is for when you just leave your PC on but your not working on it. One it just for decoration purposes, they never stays the same. The second purposes for this was that if the image on your desktop stay the same for to long it get burn in to the screen and you will all way see it.

The wallpaper on your pc is what shows up when you first turn on you monitor. Your screen saver is whats pops up when you haven't touched your mouse. For example: My wallpaper is pic of eeyore, i mean he is just so CUTE. My screen saver is my nickname moving back n forth.
