Intestinal parasites would have to be severe in a small or young dog to cause extreme lethargy.  If your dog will not get up he needs to be examined by a veterinarian immediately.  The gastrointestinal tract of dogs is their stress organ.  Many things cause diarrhea and lethargy.  Some of these things are very serious and can be life threatening.  I assume he is not eating or drinking if he is not moving.  This can lead to dehydration, hypoglycemia in young dogs, and metabolic issues.  This dog needs to be examined so appropriate treatment can be started.
