What Is Necessary For An Amendment Be Added To The U.S. Constitution?

    This is a complicated question but here goes, the Constitution can be amended meaning that you can ad to it but you cannot take anything out, now that that is understood, here we go. The senator submits a bill for legislation, there is a vote on it and if there is a 2/3 majority that approves it then it is ratified and sent to Congress. Now there is a debate and time for the congress to have a session and each party ad and subtracts what they want. At this point there are a few things that can be added like a "rider" or a "earmark" the rider generally has nothing top do with the bill it is "riding" on. And the earmark generally gets money filtered to little pet projects. Now the earmarks are good because you can see where money is going but the riders may not tell where or how much money is going to be used there is whats called a "line item" now the line items usually have all the monetary disbursements in there "line" then once more there is time for debate on what "line items" remain and what line items are removed then once everything is agreed upon there is another vote which can be "vetoed" by one of three people which are the pro tempore, the president and of course the congress ina 2/3's majority vote. If that happens then the bill is "kicked-back" and there is more refinement done to it.. I left some holes in it i am sure but that is basically the process.
