If I Buy An External Hard Drive Do I Need To Load An O/s On It Too?

Answer Question

No. Only thing you have to do is format your external hard drive
to an OS supported version. (If it is not already formatted)

Windows supports FAT, FAT32, NTFS file systems. Most of external
hard drives in the market are already formatted to FAT or FAT32 format. Unix OS
support EXT2, EXT3 file system mainly. There is bunch of other file systems
    support by Linux/Unix OS.

Then you can directly plug your external hard drive to your
computer and OS will detect it.
