He is constantly scratching himself my sister found a little animal(flea) in his fur he has a bad habit of biting he scratches his tummy and red marks come out

You can buy flea drops which will kill them, and you will also need to use a spray in the places he lies the most. Do it as soon as you can before they breed and infest your home, also, bad infestations can kill very small puppies by making them severely anaemic

This baby could have dermatitis caused by fleas. You need to get this dog on some frontline or advantix. You can find this at your local vet.
