My Son Got A Drum Kit For His Birthday. Are The Hours Between 10am And 7pm Unreasonable?

Somebody in our neighbourhood has been complaining in the pub to other people but no one has spoken to us

No, they aren't unreasonable, what they might be complaining about though is the volume that is being put out by the drums. You can do some noise reduction with some padding on the walls of the room where he is practicing. Where I live, people make noise from 7 or 8 in the morning, (most people wait until 9) up until 10 at night. I don't think that is unreasonable either. Hope this helps, good luck.

No, most people should be up and around before 10 o'clock. If they aren't and your son wakes them up with his drum kit, then it is their problem. A good  way to make the noise quieter though is to purchase drum silencers, it makes it only audible to someone in the room. If someone really had a problem with the noise though, you'd think they would contact you about it.
