How Do You Determine The Sex Of Parakeets?

My mother in-law has 2 green parakeets. They look almost exactly alike. She thinks they're both males. What determines the sex when it really isn't clear?

Thanks so much for your reply. I have to assume that cere & beak (bill) are one & the same thing. I think budgies (UK) & parakeets (USA) are the same birds. Thanks again for your help!! thebutler

AFTER THEY GET SO OLD THE MALE PARAKEET'S BEAK WILL HAVE MORE COLOR THAN THE FEMALE. HER 'S WILL BE REAL PALE WHILE HIS WILL BE REAL BRIGHT IN COLOR.
