Is It Ok For My Landlord To Charge Me For Normal Wear And Tear?

I just moved into an apartment in Colorado. There is a clause in the lease to withhold 240 of my security deposit to pay for painting, cleaning carpets, cleaning drapes, cleaning under appliances and for changing keys. Is it legal for them to charge for these seemingly normal wear and tear issues (this fee is there whether or not there are other damage charges)?

    Well according to my knowledge when you move in you ask the owner to pay for these wear and tears. And when you leave, if there is any damage (like broken window etc) done by you, then you have to pay for it or else he will cut the price from the security you deposited when you moved in.
