When you reboot do you have the option of restarting windows normally? If you can't most likely you have a bad driver. Go to devises and check so see if any of your drivers are red flagged . If you find one click it's properties and see if you can find a new one online or see if you can roll it back to a previously installed one. You can also start all your installed programs one at a time. If one doesn't work uninstall it and try to reboot. Try these things first and call back if they don't work.
