This is not normal behavior.  It sounds like your dog is over grooming herself and the environment.  This is typically a sign of obsessive-compulsive behavior.  There can be medical and behavioral (often anxiety) causes of over grooming.  Have your dog examined by a veterinarian to rule out medication causes and work up behavioral issues.  Behavioral issues are treated with behavior modification and medications.

There is a product that you can buy at your vet or even at pet stores like pet smart. Its called bitter apple and comes in a spray or a stick like deodorant. It tastes nasty to dogs so they avoid licking it.
