All you really need is a text editor and a little knowledge of the HTML programming language. Web pages are simply text files with special HTML code that have embedded into them pointers to graphics, links, and other information stored on servers across the internet.
If you plan to do some serious Web page creation, you should probably purchase a graphics editing program such as Photoshop in order to speed up the process. Programs like Photoshop only provide the tools to create Web page graphics but also let you manipulate and fine-tune images so they load quickly and display clearly.

Photo shop is very expensive. Some thing like Dreamweaver or Frontpage is about half the cost. There are also some decent free editors like Trellian that would suffice. You will also need a web hosting account. If you want some nice web page graphics that don't cost an arm and a leg try http://grafixplus.ca, they did some very nice work for me at a very reasonable cost.
