To answer this question you first need to have a clear knowledge about the Gold and Silver. If you study about them in detail, you would come to know that both Gold and Silver are the elements. Gold and silver are present in the same group in the modern periodic table and are categorized under the group 1B in the modern periodic table. One thing you should clearly understand that no element in the world can be artificially made and it is impossible to make one element from another element due to their different atomic structure.
The nucleus of both the elements is totally different from each other in their structure and atom is destroyed if we try to change it but does not change its form. So as far as your answer is concerned, there is no method with which we can make Gold from Silver. However, in a chemical reaction, it is possible that Silver atom replaces the Gold atom in the compound and we get Gold but it can not be regarded as we made Gold from the Silver.
