No, we are not vets. I can only speak for myself as being a dog breeder and show judge for 25 years.
I think your puggle has not realised yet that you want him to go outside to eliminate. Next time, take the weewee pad outside and put it on the ground. If he performs on it, praise him like mad. Indoors, make the area covered by the pad smaller and smaller over a week or so, until he does it all outside - at 8 months he should be able to manage this.
