It looks as if Pamela was originally a made-up name. The first record of it in English is when it was used by the Elizabethan poet Sir Philip Sidney (1554-86.) He pronounced it pa-MELL-a, whereas we would now say PA-me-la. If Sidney did make the name up, he gave no indication of what source, if any, he got it from. He may just have liked the sound (it does sound nice.)
Pamela became more popular as a name after Samuel Richardson's betselling 1740 novel "Pamela" about a virtuous servant girl who resists her employer's advances, impressing him so much that he falls in love with her and proposes marriage. It has been well known ever since, though it isn't common today.
The most typical short form is Pam, or sometimes Pammie. It can be spelt Pamella, though even then I think the accent would still be on the first syllable.
