Should A Landlord Charge For Cleaning Up After A Tenant?

I started renting under a realty. 1 year later the owner had some words with the realty co. And started being the landlord of his property and when I moved he charged me $725. For stuff that I had been complaining about all along. Is this fair to me? I only received $75. Of my security deposite back.
