A utility meter normally spins forward showing how much electricity is being used by the user. If the grid produces and sends excessive electricity then required at homes by users the remaining electricity flees back to the grid which helps the meter spin back and showing the excessive electricity is delivered back to the grid. The actual electricity consumed is basically showed by the utility meter.
In case of solar electric system there is a solar electric system called grid tie system which produces solar electricity but also is tied or connected to the utility meter.
When the consumer is consuming more than the electricity that is produced by the solar electric system then the utility meter goes forward. But if the power consumed by the user is less than the power produced by the solar electric system the utility meter spins back. The electricity produced by solar electric system is spins back to the grid as it is excessive. The user can use this electricity by consuming it some other time when solar power is not available.
The spinning back of the meter helps in future usage and its sort of returning excessive electricity for future usage.
This process is also called as net metering.

Some electric providers dont want you to put excess power into the grid and install meters that wont spin backwards. This defies the federal law of net metering but they dont care.
